Early one morning, Olivia Parker and Jay Smouse slip quietly into the Grant house to help plan a surprise party for their friend Zoe, who has been named Student Journalist of the Year. Jay proudly unveils a homemade banner with "journalist" spelled wrong, and Zoe's mom, Ellie Grant, lays out the plan: Zoe will think she is going to Olivia's house that evening to help with a school project, but a celebration will be waiting instead. Olivia and Jay's only job is to pick up peach sprinkles from Whit's End. It is a big day for Ellie, too. After years as a stay-at-home mom, she is putting her police uniform back on for her first shift with the Odyssey police. Before everyone leaves, Zoe appears with a pretty new journal with a lock and key, saying only that "a friend" gave it to her. Her parents remind her that working on newspaper articles with Cameron Morris, a high schooler, is fine, but if the two start hanging out as friends, they need to meet him first.
At lunch, Cameron asks Zoe to pose for photos for his photography class, and she happily hands her bag and journal to Olivia. Jay is convinced Zoe has a major crush; Olivia refuses to gossip about it. But later, outside Whit's End, the journal's latch pops open during a tug-of-war between the two, and Olivia sees what is written in the back: page after page of signatures reading "Zoe Morris." Jay nearly hyperventilates. When Olivia and Jay stop by the Grant house on a party errand, Zoe turns up unexpectedly to change clothes, explaining that she and Cameron left their article to visit the new laser tag place, calling it research on local businesses. When Olivia gently questions how convenient that sounds, Zoe bristles: "You should trust me more than that, Olivia."
Meanwhile, Ellie's first day back is a disaster. Detective Polehaus bluntly calls her rusty and pairs her with Officer Stew Burke, whom he says he trusts completely. Burke turns out to be shockingly careless. He leaves the patrol car running and unlocked, forgets his handcuffs, skips wearing half his gear, naps during his shift, lets a speeder go because he likes their Chicago Cubs bumper stickers, and drops his radio while sneaking off for ice cream, leaving Ellie fearing the worst. When she confronts him, he brushes her off as a paranoid rookie. Her husband Scott reminds her that real accountability is worth some hurt feelings. So at the end of her shift, Ellie hands Polehaus a written recommendation for remedial training for Burke, even though it could turn the whole station against her. To her astonishment, the entire day was a setup: Polehaus and Burke staged the infractions to see whether the new officer would have the courage to speak up. "I take accountability very seriously in this station," Polehaus tells her, pleased that she passed the test.
That evening, as the party guests gather at Olivia's house, Ellie tells Olivia that holding people accountable can make them angry, but it is still worth it for their sake; she once stayed silent about a careless officer who ended up getting himself and his partner hurt. Then Zoe calls to cancel, claiming the article is taking too long. Olivia finally speaks up: she admits she saw the journal, tells Zoe that she and Jay are worried, and points out that Zoe never told her parents Cameron would be at the laser tag place with her. She even reveals the surprise party planned in Zoe's honor. Hurt and angry, Zoe stops responding, and the call goes silent. Olivia is left holding the phone, saying quietly, "But I care too much about you to stay quiet."
