Frank Phillips

Frank Phillips is a government agent assigned to recover a stolen laptop containing secret Department of Defense files. He appears to suspect Whit, orders him confined to a Chicago hotel room, and uses official authority to control the investigation. In truth, Phillips is secretly working with Dr. Regis Blackgaard and intends to sell out the mission. He allows Blackgaard's kidnapping scheme to proceed, then seizes the computer and escapes with the villains. Their prize proves useless because Whit and Richard Maxwell have arranged for every secret on it to be erased. Controlled and deceptive, Phillips is especially dangerous because he hides betrayal behind a badge of trust. His corruption turns the person directing the rescue into another threat.
